Digital marketing costs in Dubai come from four places: media (what you pay Google, Meta, TikTok or LinkedIn), people (an in-house team, agency or freelancers), production (photography, video, design and copy) and tools (software, tracking, hosting). To plan a budget, estimate each bucket from the work your goals require, phase it across the year around your seasonal peaks, and keep a reserve for testing. Starting from a single headline number and dividing it up usually leaves at least one bucket underfunded.
The four cost buckets
| Bucket | What it includes | What drives the cost |
|---|---|---|
| Media | Ad spend on search, social and display platforms | Competition in your sector, audience size, how many campaigns and markets you run |
| People | Agency fees, consultants, freelancers, salaries for internal staff | Number of channels, frequency of work, seniority needed |
| Production | Photo and video shoots, graphic design, copywriting, translation, 3D or motion work | Volume of assets, number of formats and languages, how often creative needs refreshing |
| Tools | Analytics, CRM, email or WhatsApp platforms, SEO software, scheduling tools, website hosting | Team size, contact volume, features required |
A common mistake is to budget for media only. Ads without good creative, tracking or someone to manage them waste money quickly — and the reverse is also true: a strong team with no media budget has nothing to optimise.
A bottom-up method in six steps
1. Start from the activity, not the total
List the channels you plan to run (your strategy should already say which). For each, write what has to happen every month: campaigns managed, posts produced, articles written, reports prepared.
2. Price the people
Ask agencies or freelancers to quote against that list of activities, or estimate the internal hours if your team will do it. Separate setup work, which happens once, from ongoing monthly work.
3. Estimate media spend from the market
For search ads, look up the estimated cost per click for your core keywords in Google Ads Keyword Planner and multiply by the clicks you need. For social ads, run a short test to see what reaching your audience actually costs. Our guide to setting a paid search budget covers the search side in more detail.
4. Price production for the whole year
Creative wears out. Count how many new ad sets, videos and graphics you need per quarter, in each language, and get quotes. Bilingual campaigns add a second set of copy, layouts and approvals, so budget for that rather than assuming translation is free.
5. Add tools and one-off costs
Include software subscriptions, any website changes needed before campaigns launch, and tracking setup.
6. Hold a test reserve
Keep a portion of media and production budget unallocated for new ideas, new platforms or doubling down on something that works mid-year. Without it, every opportunity requires a fresh approval.
A hypothetical worked example
Suppose a Dubai dental clinic wants to grow implant consultations. Its plan includes Google search ads, Meta ads for retargeting, local SEO and monthly content.
- Media: Using Keyword Planner estimates for implant-related searches in Dubai, the clinic calculates the monthly search spend needed to reach its target click volume, then adds a smaller retargeting budget for Meta.
- People: It requests quotes for managing two ad platforms plus SEO and content, separating a one-time setup fee from the monthly retainer.
- Production: It budgets for one patient-education video shoot per quarter and a set of static ad designs in English and Arabic.
- Tools: It adds its booking system's CRM integration and a call-tracking tool.
- Reserve: It leaves part of the media budget unassigned to test TikTok in the second half of the year.
The clinic ends up with a total built from real activity. If the total is more than it can afford, it cuts scope — perhaps dropping Meta for the first quarter — rather than cutting every line by the same percentage.
Phasing the budget across the year
Spend should not be flat. In the UAE, demand shifts noticeably around Ramadan and Eid, the summer months when many residents travel, back-to-school in late August and September, and the busier cooler-weather season from autumn to spring. Map your sector's peaks, then:
- Increase media in the weeks before and during your peak.
- Produce creative before the peak, not during it.
- Use quieter months for SEO, content and website improvements, which take time to pay off.
Checks before you sign off
- Are media and agency fees shown separately?
- Is there budget for creative refreshes, not just the first batch?
- Does the plan cover both languages if you market in both?
- Are tracking and reporting funded?
- Is there a reserve for testing?
- Does each line connect to a goal you have written down? If not, see how to set digital marketing goals and targets.
Frequently asked questions
Is it cheaper to hire in-house or use an agency?
It depends on the range of skills you need and how much work there is. We compare the two properly in in-house marketing team vs agency.
How often should I revisit the budget?
Review monthly against plan and reallocate quarterly. Keep the annual total stable unless the business situation changes, but move money between channels as evidence comes in.
Key takeaways
- Budget across media, people, production and tools — not media alone.
- Build the total bottom-up from the activities your goals require.
- Phase spend around UAE seasonal peaks and keep a test reserve.
- If the total is too high, cut scope rather than trimming everything evenly.
